Benard Gibet is an accomplished economist with over 14 years of experience in public debt management at the National Treasury of Kenya, where he serves as Head of Portfolio and Risk Analysis. His expertise includes developing and implementing comprehensive debt management frameworks and conducting debt sustainability analyses to optimize the national debt portfolio and guide strategic decision-making. Benard is a distinguished economist with a Master of Economics (Econometrics) from Kenyatta University, where he explored the intricate relationship between inflation and stock market volatility in his dissertation. He also holds a Bachelor of Arts Degree with 2nd Class Honors Upper Division from Egerton University and is a Certified Public Accountant of Kenya (CPA II). At the National Treasury, Benard has played a pivotal role in shaping and executing innovative debt management policies including preparation of medium-term debt management strategies. His expertise has led to the development of reliable debt service forecasts and improved transparency through the dissemination of public debt data. His contributions have been critical in advancing financial management strategies, particularly in the realm of sovereign debt management in Kenya. One of Benard’s significant achievements includes being part of the Team that led the creation of Kenya’s sovereign retail bond market, M-Akiba. This initiative opened doors for Kenyan to save and foster savings culture. He has also been instrumental in structuring and delivering several loan syndications and international sovereign bond issuances. Currently, Benard is an integral part of a dedicated team focused on delivering the sovereign sustainability-linked financing instrument, with active involvement in domestic debt issuance and strategic planning. Beyond his professional accomplishments, Benard is passionate about capacity building. He actively mentors emerging economists and promotes best practices in public debt management, ensuring the next generation is equipped with the knowledge and skills to navigate the complexities of the financial landscape.
